I used to have a 680 many, many, years ago, when it was new.

Mark, are you saying this fault condition is mode dependant?
ie; no apparent O/P with SSB, but full carrier on FM?
Can you key up full power on CW?

Is this based upon the internal meter only?
Have you verified this with a trusted external inline power meter?

Can you monitor your transmission with another receiver?
(I would TX into a dummy load during this testing phase.)

Does your FM transmission sound OK?
That means the mic itself, and early audio stages are ok.
Perhaps a balanced modulator issue?
Is it apparent on both sidebands, or one only?

No transmitted audio at all on FM?
Perhaps it could be something really simple, such as the mic itself, or the mic connector.
Can you try plugging in another mic?

Process of elimination, ol boy! :D

Mark I still have one and kept the operating and service manual from memory.
There was some mods out on it at the time that I did on mine and the paper work
is still in my files.
My unit due to old age; has a vco display fault, namely all dots come up on switch on and a
cw warning message.
I haven't fault finded it yet but suspect old caps or vco volts wandered off, its still a great
rig.
If I can help let us know.
