Primary allocation for 50-54 MHz in Region 1?

Post by VK2ZRH »

A resolution calling for a primary amateur service allocation at 50-54 MHz in Region 1 is the subject of an agenda item for WRC-19 is to be put up for consideration at WRC-15 (over 2-27 November).
DRAFT NEW RESOLUTION [EUR-A25-2]
Primary allocation of the band 50-54 MHz to the Amateur Service in Region 1
The World Radiocommunication Conference (Geneva, 2015),
considering
a) that fully or partially harmonized worldwide bands for radiocommunciation services are desirable in order to achieve international operability and the benefits of economies of scale;
b) that there is a need to establish sharing conditions, when considering frequency bands for possible additional allocations to any service;
c) that the use of the frequency band 47-68 MHz by the broadcasting service has decreased significantly;
noting
a) that the frequency band 50-54 MHz is mostly allocated to the amateur service on a primary basis in Region 2 and Region 3;
b) that No. 5.169 of the Radio Regulations provides for an alternative allocation to the amateur service on a primary basis in a number of countries in Region 1;
c) that No. 5.162A of the Radio Regulations provides for an additional allocation to the radiolocation service on a secondary basis in a number of countries, limited to the operation of wind profiler radars in accordance with Resolution 217 (WRC-97);
d) that the frequency band 47–68 MHz, or part of it, is allocated to the mobile service on a primary basis in a number of countries in Region 1,
resolves to invite ITU-R
1 to study spectrum requirements in Region 1 for the amateur service in the frequency band 50-54 MHz
2 to study sharing between the amateur service and the mobile and fixed services, the radiolocation service and the broadcasting service, taking into account the results of the studies under resolves 1 above;
resolves to invite WRC-19 to consider the results of the above studies and take appropriate actions.
There are also calls to include the amateur satellite service in this allocation, said to be useful for low-power Cubesats.

For info:-

Details of the 50-54 MHz resolution, and others that may have impact on amateur radio allocations, are on new RSGB WRC-19 pages at

Is it on the agenda here yet or are you guys still waiting to see if all the Channel Zeros are off air yet?
In the mean time we negotiate individually for high power priviledges, which don't seem to be an issue for ACMA I just paid renewal.
Deathly silence about what WIA is doing in R3 but.
You don't seem to champion the 6M issue Rog despite being 6UP!
No offence getting old and we've been 'legislatively off 50 MHz since 1974 that's 40 years mate.

Regaining primary status for 50-52 MHz remains on the agenda, Steve. Are you expecting the WIA to "trumpet" it every month, or some such ?

Following the closure of the last Ch 0 TV transmission, we trumpeted 50-52 MHz is open for business ! two years ago; see:
http://www.wia.org.au/newsevents/news/2013/20131218-20/

Securing a better status for 50-52 MHz was (again) put to the ACMA in July last year.
See: http://www.wia.org.au/newsevents/news/2 ... 20Sent.pdf
2.4 Continued access to 50-52 MHz, preferably on a primary basis, in line with previous WIA representations.
So, why hasn't it been declared by now? Because doing so requires a change (update) to the Australian Radiofrequency Spectrum Plan (ARSP), a process which has it's own life cycle. The ARSP will be updated once the ACMA works through the those issues resolved at WRC-15 last month which impact Australia.

The WIA also expects the ACMA to follow a consultation process concerning new allocation/s for use of 45-52 MHz.

There endeth the lesson for today.

Yep lot of hot air came to nothing
If you check VK records while you guys trumpeted we set new dx records on that band...

We achieved more use by seizure and occupancy than you guys ever did sorry IMO.
We wrote the submission in 1989 and the follow up expanding the frequencies and permitted you guys to claim ownership of the submission without objection.
Through FTAC we put beacons on the air and we got HIGH POWER permits...

We don't intend to write another proposal..
Cheers
