The IPS provides forecasts and alerts of ionospheric activity. They may be forced to cease or reduce the Ionospheric Prediction Service, or offer it as a commercial service.

The details of the review are at http://review.ips.gov.au/.
I encourage you all to request the discussion paper from the email address on the review site.
They use this "number of requests" to judge importance.
