Antenna Regulations QLD

Today I received a notice in the mail regarding an proposal to install a cell phone base station near a property I have an interest in and in part is states:-
Planning regulations

The carrier considers that this proposed facility does not require council approval because it is a low impact facility or complies with relevant State planning legislation.

I am curious if that could possibly mean that an Amateur installation could go through under the same regulation?

Is it only QLD that has this legislation?

Low impact regulations apply throughout Australia. And are designed to allow simple planning approvals for "typically" phone network installation. Where the installation does not detract from the environment by using existing infrastructure. Eg. Bolting panel antennas on to an existing rooftop lift riser (often painted the same colour). It's a fantastic quick deployment method and in practise should make network expansion easy. It does not always work out that way. I'll try and find some "public" info on it and point you to that when/If I find it.
