"Hi Peter,
We have been expecting 6m allocation for amateur radio in Russia around 2021..2022, there will be some guard time after last TV transmitter is shut down, so far there is still TV broadcasting that shall be finished in few months and completely replaced with DVB-T2 broadcasting at higher frequencies.
I believe Kazakhstan has the same reason for banning 6m band for amateur use, not sure if they have plans to clean it up from TV broadcasting.
