As stated ricky that's your opinion , being defined in some documentation it then is a legal pinion and may well be close to the actual ruling , but until tested is not always strictly enforceable nor accurate just like an opinion , now best move on don't you agree ?.

...in which case perhaps it's time to knock amateur radio on the head completely in Australia, and revoke all licenses, for fear of (theoretical) harm from RF?

In the meantime, the rest of the world can carry on as normal as they have done for decades, or those in Australia that wish to continue to pursue amateur radio could relocate to (pretty much) any other civilised country in the world, or just hop over the Tasman to use 1.5kW with no arguments with a shiny new ZL call.

Plus, with all these (theoretical) concerns, isn't it about time mobile amateur radio operation was scrutinised? 75W FM on 2m into a vertical whip on the car bonnet gutter 1m from the driver's head, and freely available to be touched (or of course licked) by pedestrians or other road users?

Does not the UK have the same power limits as us? And more restrictions on digital modes?

26dBW (400W) PEP on 2m in the UK, irrespective of mode.

No draconian power restriction to 120W just because it's digital.

For those interested, here is a link to the amateur license terms and conditions booklet I referred to earlier. Yes, it's short and sweet, and that's really all there is to it :D No bush-lawyer interpretation required.

Many European countries allow 1 kW, some 1.5kW.

ZL allows 1kW PEP, mode independant, and all bands. Some years ago it was decided that PEP was just that, and that includes FM... and in ZL there's NO public EMR legislation relating to Amateur stations. Amateur radio in ZL (except beacons, repeaters and other fixed, individually licensed stations) is class licensed, no individual operator licences.
There are records of the addresses of Amateurs held by the regulator but that's all.
