The best place to find out about what you can (and cannot do!), is directly from the ACMA.
Here's a link to an online version of the LCD, specifically the frequencies and modes an F Call may use:

I'm not sure if emission mode (designator) codes are covered in the F-Call exam (or just the ones that concern an F-Call?), but once you know how these codes are made up, they're very easy to decipher... just like looking at a resistor colour code.

No, can't transmit ATV with an F call, but there is nothing stopping you receiving it.
In such a case, doing this practical exercise is very educational in the aspect of building up an RX station and the education you'll get from watching ATV.
Upgrading to a Standard licence, you still can't transmit ATV, the bandwidth limits are the main restriction. But you can play digit modes including SSTV.
If you can compress a Fast Scan signal into the permitted bandwidths and modulations of the Standard licence...
So transmitting ATV is the domain of only Advanced licence holders.
Now I'm also somebody who knows how to bend the rules a little.
There really is nothing stopping you experimenting with ATV as such.
You could for example buy a minikits 23cm ATV exciter, put it together and send a 10mW 23cm FM ATV signal to yourself across the shack. <cough> I mean into a dummy load.
I would say this is going to be very educational, but knowing how simple 23cm ATV exciters are... umm.. no. You'll be bored 15 minutes after making it work and want more !
