looking at your site I see opportunity for wire , mag loops and some great dx , perhaps agreeing to the convenant was not a good idea or is that now defunct ?
personally some wire beams and a decent loop would get your dx heard imho

I added a substanual ferrite cored choke to my 43ft vertical and stopped some problems , didnt help most of the noise though

Go to your local cheap shop and source a white cutting board , test a bit in the micro just in case and cut it to your needed size , some ss screws and your done , the bunnings boom will be fine , I have glued and screwed white cutting board up to large 6m beams with good success

It can help and once a pattern established gets much quicker remembering the rx is swung through an arc on tight filters

There was a small company making water driven masts in Brisbane not long after I got on air three or more decades ago , kinda expensive as I recall , not hard to make but air is a better medium imho
