I bought 4 of those a while back (can't recall from who, but one of the major electronic suppliers), and two were open circuit.

Yes, it is a good idea to Google the text of sus messages.
Responses to "wanted" ads are often word for word cut and pastes from someone else's for sale ad, with either the same item, or just the equipment changed.

Hmm :? If you had gone down the path of sending him a Paypal invoice, and subsequently got told by PP that the amount had been paid, and you saw the amount in your relevant account, would that not be "safe"? Or is there something with this particular type of transaction method I'm missing?...

Rumour doing the rounds that the Kyneton hamfest Feb. 2014 will be cancelled. Anyone know more?

If any of your neighbours have the same model, maybe check theirs with your 817 to see if it is a common problem, or just isolated to yours.
If it is the latter, you'd have a case to prove your meter is faulty and not just a design fault.

For pilot licence exams, the Civil Aviation Safety Authority fee per exam is $65, but on top of that $80-$110 delivery fee per exam is charged by an exam provider. Obvious stuff, but in time have a webpage showing examples of what you have done, particularly examples of "stock" standard designs like the W4MPY, so people can see what's on offer, how to place an order etc.

If I had a choice, I'd use my main double sided "flash" ones for selected contacts, and use a basic one for the routine ones, DXpeditions etc., something like this would be fine for those i.e. a cut above basic but still looking good:
