I've bought stuff from time to time from Amateur Electronics Supply, and they have always worked out the cheapest way to post i.e. selected the best size of packet/carton to fit in with USPS size limits for the various charges.

What he's not telling you was it was the WIA who conducted the assessment. What are they going to do? As has been stated, the WIA conduct the exam system designed and administered by the ACMA. After fumbling around the ACMA site I can't see anything specifically related to amateur licences being renewable for 5 years.
