I think it's the 3M VHB stuff you want (they use it to stick spoilers etc. to cars.) and usually one side of the removable PVC is red in colour. I've bought stuff from time to time from Amateur Electronics Supply, and they have always worked out the cheapest way to post i.e. selected the best size of packet/carton to fit in with USPS size limits for the various charges.

After fumbling around the ACMA site I can't see anything specifically related to amateur licences being renewable for 5 years.
