I use the Green cap on 12V solar regulators (for which the reply was intended). Toroids will not do much unless multiple turns are used. What you need is bypass capacitors on all inputs and outputs and likely locations where interference may be produced. I find greencaps of 0.001 uF and 0.1 uF usually work quite well for HF and VHF. The noise will also depend on the loading con...

Toroids will not do much unless you use multiple turns.
What you need is a number of bypass capacitors fitted directly onto the regulator PCB. I find green caps of 0.001 uF and 0.1 uF on all inputs and outputs usually do the job.

According to technical service supplement dated 2002-2, from what I can see the TS 2000 with a serial no 30600203 or greater use PA Board X45-360-XX(A/2) with 2SC1972 transistors for 2M.

If you go down the silicon adhesive path use the gutter sealant type as it is not corrosive to metal like the more common silicon adhesive.

Test the Scanner with a signal generator if you can. This will tell you how the Scanner compares with the published specifications.
If ththe Scanner is within the ball park of the published specifications then overloading will be the problem when it is connected to an antenna at your QTH.

To be considered as a Carrier you will need to have a Carrier Licence. If you have a Carrier Licence I believe that there may be a number conditions attached which may make holding a Carrier Licence not worth while (unless you actually are in the business of being a Carrier).
