The obvious piece of safety gear on a tower at these altitudes would be a parachute ! It might actually have time to open and arrest a fall, avoiding entanglement issues of course. You would certainly want to be paying attention to weather and wind forecasts for a climb like that.

I agree with Ross ZL3ADT, After much investigation, I would look at one of Justin's designs. I intend to build the 7el which stacks up very favourably with the M2 6M7JHV without all of the potential matching issues. The G0KSC designs show good bandwidth, gain, F/B that does not seem to be achievable...

Hi Rob, I agree with David VK3AUU, in that the higher gain and flattened radiation pattern of the bigger antenna combined with the increased flexing due to it's length, causing that flattened patern to rise and fall is probably the culprit.
